Nästan halva befolkningen får höjd skatt 2013
44 procent av befolkningen kommer att få höjd skatt nästa år. Motsvarande andel som får sänkt skatt är 12 procent. Det är således lika hög andel som får höjd som oförändrad skatt. Inför år 2012 var det 83 procent av befolkningen som fick en oförändrad skatt och 15 procent en ökning.
Den främsta orsaken till skatteökningen är att åtta landsting höjer landstings- skatten. Den totala kommunalskatten, skattesats till kommun och landsting, kommer att öka i 139 kommuner år 2013. Den totala kommunalskatten höjs mest i Vadstena och Svenljunga. I dessa kommuner blir ökningen 1,15 respekti- ve 1,13 procentenheter .
Bland kommunerna höjer 90 skattesatsen och sju sänker den. Den högsta ök- ningen sker i Habo med 1,09 procentenheter följt av Lindesberg och Dorotea med en procentenhet. Österåker och Norrtälje sänker mest, 0,25 respektive 0,20 procentenheter. Av de sju kommuner som sänker är det endast Kil som inte tillhör Stockholms län.

Den högsta minskningen görs i Jön- köping och Blekinge , minus 0,34 respektive 0,32 procentenheter.
Den genomsnittliga totala kommunalskatten för riket ökar från 31,60 till 31,73 procent. Den genomsnittliga primärkommunala skattesatsen ligger på 20,62 (en ökning med 0,03 procentenheter) och den landstingskommunala på 11,11 (en höjning med 0,10 procentenheter).
Det totala kommunala skatteunderlaget i landet har ökat med 3,0 procent mellan taxeringsåren 2011 och 2012. Skattekraften per invånare, som bygger på in- komsterna och folkmängden år 2011, ökar med 2,3 procent.

Landets genomsnittliga kommunalskatt höjs till 31,73 procent år 2013
139 av landets 290 kommuner höjer den totala kommunalskatten år 2013, me- dan den sänks i sju kommuner. Den främsta orsaken till skatteökningen är att åtta landsting höjer landstingsskatten. Sammantaget ökar den genomsnittliga kommunalskatten i landet från 31,60 till 31,73 procent. År 2011 höjdes den totala kommunalskatten i nio kommuner och år 2012 i 64 kommuner.
Den totala kommunalskatten, skattesats till kommun och landsting, höjs mest i Vadstena och Svenljunga. I dessa kommuner blir ökningen 1,15 respektive 1,13 procentenheter. Kommuner med störst sänkning är Österåker med -0,25 pro- centenheter och Norrtälje med -0,20.
De 139 kommuner för vilka uttaget av kommunalskatt ökar har tillsammans cirka 44 procent av folkmängden. Motsvarande andel för de sju kommuner vars skatteuttag minskar uppgår till cirka 12 procent. Det är således en lika hög andel som får ökad som oförändrad skatt.
En del av befolkningen får betala statlig skatt och värnskatt för inkomster över en viss nivå (skiktgräns). Dessa nivåer kan förändras mellan inkomståren och ingår inte i denna statistik.
Högst skatt i Hofors ...
Hofors är den kommun där skattesatsen är högst, 34,52 procent, följt av Ragun- da som har en kommunalskattesats på 34,42 procent. Alla kommuner som har de högsta kommunalskatterna ökar sin skattesats år 2013 jämfört med 2012. Förändringen kan dock endast bero på att landstinget, där nedanstående kom- muner ingår, höjer skattesatsen.

Landstingsskatten ändras nästa år i 8 landsting
I åtta landsting höjs skattesatsen medan fyra landsting sänker. Det sistnämnda beror på en så kallad skatteväxling där landstinget sänker och kommunerna höjer. På grund av omfördelning av ansvaret för viss verksamhet kan skatteväx- ling förekomma i vissa län på så sätt att kommunerna höjer skatten om lands- tinget sänker. Det omvända kan också gälla.
Skatten höjs mest i Östergötland med 0,65 procentenheter följt av Söderman- land med 0,60 procentenheter. Även riktigt stora landsting som Västra Götaland och Uppsala kommer höja skatten. Den högsta minskningen görs i Jönköping och Blekinge , minus 0,34 respektive 0,32 procentenheter.

Det totala kommunala skatteunderlaget i landet har ökat med 3,0 procent mellan taxeringsåren 2011 och 2012 (mellan taxeringsåren 2010 och 2011 var ökningen 2,2 procent). Nacka har haft den högsta ökningen med 5,3 procent och Bjur- holm den lägsta med minus 1,4 procent.
Skattekraften ökar med 2,3 procent
Skattekraften per invånare, som bygger på inkomsterna och folkmängden år 2011, ökar med 2,3 procent som är något lägre än skatteunderlagets ökning. Den genomsnittliga skattekraften för riket är 180 028 kr.
Skattekraften högst i Stockholm
Danderyd har högst skattekraft i landet med 321 037 kr per invånare och Årjäng lägst med 130 150. Det ska dock påpekas att inkomster från andra länder som till exempel Norge inte ingår i denna statistik. Bland länen är det endast Stock- holm som ligger över riksgenomsnittet med 17 procent.

Statistiken bygger på uppgifter om kommunala skattesatser för år 2013 och skatteunderlag enligt 2012 års taxering, som SCB erhåller från Skatteverket. I den totala kommunala skattesatsen ingår skatt till primärkommun och skatt till landsting. Uppgifter om folkmängd hämtas från befolkningsstatistiken vid SCB.
Skatteverkets – och indirekt SCB:s – insamling av uppgifter om de kommunala skattesatserna görs med stöd av bestämmelser i Lagen (1965:269) med särskilda bestämmelser om kommuns och annan menighets utdebitering av skatt m.m.
Kommuner och landsting är objekt i undersökningen. Populationen utgörs av de landsting och kommuner som finns vid redovisningsårets ingång. De statistiska mått som används är summa skatteunderlag samt vägda medelvärden för skattesatser för länen och hela riket. Uppgifterna redovisas för enskilda kommuner och landsting, för länen och hela riket samt kommungrupper. Refe- rensperiod är kommunernas och landstingens budgetår 2013.
